MEDIA STATEMENT

19 November 2001

The Independent Complaints Directorate wishes to inform that it is investigating circumstances surrounding the assault of four children on 10 November 2001.

The incident occurred in Mankweng in the Northern Province on Saturday, 10 November 2001 where it is alleged that a civilian apprehended four children including his own after suspecting them of stealing his firearm and took them to the Mankweng Police Station. The juveniles were severely assaulted, by two police officers, with a sjambok. It is alleged that one of the victims, a 14-year old girl was assaulted more than 20 times on her buttocks, which resulted in her writing her school exams lying on her stomach, since she was unable to sit as a result of her wounds.

The ICD took over the case docket immediately after it was reported and after finalisation will be forwarding same to the DPP for a decision on prosecution.

The Executive Director of the Independent Complaints Directorate Adv Karen McKenzie said: "During this time in which crimes against children appear to be increasing, we will not tolerate police officers brutalizing our children. They are the people whom children need to be able to trust, not fear".
