MEDIA STATEMENT

18 October 2001

The Independent Complaints Directorate (ICD) wishes to inform that Sergeant Nafi John Ringane (32), charged with the murder of his girlfriend Lina Chuma (30), in September 2000, was found guilty and convicted in the Ellisras High Court on Wednesday, 17 October 2001.

The incident occurred in Nylstroom in the Northern Province on 16 September 2000 where Sgt Ringane killed his girlfriend by shooting her once and she died on arrival at the Piertersburg Hospital. Sgt Ringane went to the Nylstroom Bottle Store where the deceased was employed and shot her without uttering a word. Sgt Ringane who was stationed in Tuinplaas Police Station alleged that his girlfriend was involved in a relationship with a police officer stationed at the Nylstroom Police Station.

The ICD took charge of the investigation immediately and after finalization thereof forwarded the case docket to the DPP with recommendations that the suspect be indicted for murder. The DPP concurred with the ICD’s recommendations and prosecuted Sgt Ringane accordingly.

Sgt Ringane was convicted of murder on 10 October 2001 and sentenced on Wednesday, 17 October 2001, to 9 years’ imprisonment.

The deceased was killed with the service firearm of Sgt Ringane.

The Executive Director of the ICD, Adv Karen McKenzie said "In all of the femicide cases that we have investigated, the service firearms of the policemen were used in the killings. This does not augur well for the strategies used by the SAPS to proactively prevent SAPS members who are or may be not fit and proper to carry a firearm, from carrying firearms. And if this problem is not addressed it will lead to an increase of femicide perpetrated by policemen".
