The Independent Complaints Directorate (ICD) wishes to inform that it is investigating circumstances surrounding the death of Inspector Leonard Hlagala on 21 June 2002.

The incident occurred at Polokwane police station in the Limpopo Province on Friday 21 June 2002, where it is alleged that police officers attached to the motor vehicle task team of Polokwane police station arrested Insp Hlagala after suspecting him of being involved in the theft of a car. He was taken to an office in Polokwane police station for questioning by the said officers, in the process Insp Hlagala was severely assaulted which resulted to his death. Our preliminary investigation revealed that Insp Hlagala had bruises on his body, legs and swollen eyes. Our investigation also revealed that the two victims, Daniel Mlungisi and Jan Manyane who were also arrested for being involved in motor vehicle theft, had also being brutally assaulted by these police officers. One is in critical condition in Polokwane Hospital and the other is in custody at Polokwane police station.

The ICD took over the case docket immediately and arrested three police officers, two Inspectors and one Superintendent, on Saturday, 22 June 2002. The said officers will appear on Monday, 24 June 2002 at the Polokwane Magistrate’s Court for bail application. This application will be opposed by the ICD.

The Executive Director of the Independent Complaints Directorate, Adv Karen McKenzie said: "We strongly condemn any involvement of police in criminality.
