The Independent Complaints Directorate wishes to inform that it is investigating circumstances surrounding the assault of a young boy on 02 January 2002.

The incident occurred in Umtata in the Eastern Cape Province on Wednesday, 02 January 2002 where it is alleged that two police officers stationed at SAPS Mqanduli arrested four young men for questioning, after suspecting them of being involved in robberies in the said area. It is alleged that Oscar Majozi was severely assaulted, by two police officers, with sticks, while his feet were chained, which resulted in him sustaining multiple injuries on his left foot and leg. It is also alleged that the victim lost consciousness and was dumped in a forest in the Umtata area by the suspect officers, after the brutal assault. The victim was assisted by a passerby who was on horseback, who took him home after which he was admitted to Umtata Hospital for a few days. It is alleged that currently he is unable to walk as a result of his wounds.

The ICD took over the case docket immediately after his attorney reported it to us and after finalisation we will be forwarding same to the Director of Public Prosecutions (DPP) for a decision on prosecution.

In a separate incident the ICD has taken over the investigation of an alleged rape involving a police officer, in December 1999.

The incident occurred in Mzamba in the Eastern Cape Province where it is alleged that the suspect police officer raped an awaiting trial woman who was detained at the Mzamba police station. It is alleged that the rape occurred on several occasions, which resulted in the female victim falling pregnant. She subsequently gave birth to a baby girl.

The ICD took over the case docket immediately after it was returned by the Director of Public Prosecutions (DPP) to the SAPS for further investigation. After finalisation we will be forwarding same to the Director of Public Prosecutions (DPP) for a decision on prosecution. Our investigation into the matter continues.
