MEDIA STATEMENT

The Independent Complaints Directorate wishes to inform that it is supervising the SAPS investigation into circumstances surrounding an incident where two white police officers set dogs on a civilian on 21 December 2001.

The incident occurred on the N2 freeway near Umnini Ultra City in Kwa-Zulu Natal where it is alleged that two white police officers who were performing crime prevention duties spotted Mr. Zakhele Mkhize who was carrying his hi-fi set and suspected him for stealing the hi-fi. It is alleged that the said officers started shooting at Mr. Mkhize. He tried to run away but one officer set his dog on Mr. Mkhize. When realizing that the dog was biting him, one police officer pulled the dog away after they had watched while the dog was biting the victim. Mr. Mkhize was taken to his home where he produced the documentation confirming that he bought the hi-fi. It is alleged that the two suspect police officers took Mr. Mkhize, who sustained multiple injuries from the dog bites, to the hospital and dropped him there.

The ICD took over the case docket immediately after it was alerted of the incident by the media on Thursday, 10 January 2002. When the ICD perused the case docket it was discovered that the investigation into the matter has been completed by the police. We are satisfied with the investigation conducted by the police. The docket will now be forwarded to the Director of Public Prosecutions (DPP) for his decision on prosecution.

We now await the DPP’s decision so that we may make recommendations to the SAPS on the suspension or not of the suspect police officers.

In a separate incident the ICD has taken over the investigation of an alleged rape involving a police inspector on 02 January 2001.

The incident occurred in Mountainrise in Kwa-Zulu Natal where it is alleged that the suspect police officer raped an awaiting trial woman who was detained for fraud at the Mountainrise police station. It is alleged that the rape occurred between midnight and 12H30 am.

The ICD took charge of the case docket and after finalisation thereof will forward the docket to the Director of Public Prosecutions (DPP) for a decision on prosecution. Our investigations continues while the suspect police officer applied for and was granted R1000 bail by the Pietermaritzburg Magistrate’s Court on 08 January 2002.
