MEDIA ADVISORY The Deputy President of South Africa, Mr Jacob Zuma will officially open a policing oversight conference for Africa on 26 January 2004, hosted by the Independent Complaints Directorate (ICD) on 26 - 29 January 2004, in the Indaba Hotel, Fourways, Johannesburg. The opening ceremony will commence at 18:30. The Deputy President will deliver a key note address while the Minister for Safety and Security, Mr Charles Nqakula, will welcome delegates attending the ceremony. The ICD as a policing oversight model is considered a pioneer in this field, internationally and continentally, more so because it was established merely three years into the South African democracy, in 1997. The purpose of the aforementioned conference is to advocate and lobby for external policing oversight, as well as the establishment of a chapter for policing oversight, in Africa. This event will also mark the celebrations of ten years of freedom in South Africa. The National Commissioner of the SAPS, Jackie Selebi; National Director of Public Prosecutions, Adv Bulelani Ngcuka; Chairperson of the South African Human Rights Commission, Jody Kolapen and Gauteng MEC for Safety and Liaison, Nomvula Mokonyane, will address the conference on the first day of discussions on 27 January 2004. Country presentations will be made by representatives from amongst others Northern Ireland, the United Kingdom, Zambia, Lesotho, Nigeria, Canada.
