ICD to assist Zambia's PPCA at Workshop

Emanating from the Policing Oversight for Africa conference held in January 2004 and hosted by the Independent Complaints Directorate (ICD), the ICD was requested to share best practice with the policing oversight agency in Zambia. The purpose of the ICD conference was to advocate and lobby for external policing oversight, as well as the establishment of a chapter for policing oversight, in Africa.

The Police Public Complaints Authority (PPCA) is a statutory body established in terms of Zambian legislation to investigate infractions by members of the Zambian Police Service.

The PPCA would like to draw from experiences acquired by the ICD since its inception in 1997. The PPCA requested assistance in respect of expertise, as well as the work of the ICD, especially its operations.

The ICD was requested by the newly established PPCA to cover the following areas during workshop presentations:

  • Reception of complaints;
  • Classification/Categorisation of complaints;
  • Registration of complaints into database;
  • Disposal of complaints;
  • Investigation of complaints against the police;
  • Recruitment and Appointment of investigators;
  • The powers and functions of investigators;
  • Stakeholder management, especially in regard to police and prosecuting authority;
  • Recommendations made to police management and the prosecuting authority at the end of an investigation;
  • ICD role in the prosecution of members of the police;
  • Relationships with civil society.

The workshop will be held on Friday, 3 September 2004 in Lusaka, Zambia.
