Mr Francois Beukman

Mr Francois Beukman was appointed Executive Director of the Independent Complaints Directorate in August 2009.

A qualified Attorney and Conveyancer, Mr Beukman holds a BA in Political Science and Public Administration, a BA (Honours) and MA in Political Science from the University of Stellenbosch. He also holds the degrees BProc (Law) and LLB from the University of South Africa.

Mr Beukman is also a Solicitor of the High Court of England and Wales.

Prior to being appointed Executive Director, Mr Beukman served for 10 years as a member of the Parliament of South Africa. (1999-2009)
He served for three years (2002-2005) as Chairperson of Scopa (Standing Committee on Public Accounts) in the National Assembly.
He also inter alia served on the following Parliamentary Committees during his tenure:

• Constitutional Review Committee;
• Portfolio Committee on Home Affairs;
• Portfolio Committee on Foreign Affairs;
• Portfolio Committee on Trade and Industry; and
• Portfolio Committee on Provincial and Local Government.

Prior before he was elected to Parliament in 1999 he practiced as director of a legal firm in Cape Town specializing in constitutional and administrative law.

He also served as a Board member of the SABC (South African Broadcasting Corporation) from 1997-1999.
From 1989-1995 he served as a Senior Constitutional Planner with the Department of Constitutional Planning and Development during the constitutional negotiations process.

Mr Beukman has also served in leadership positions in various civil society and political organizations during the last 15 years.
